FTP connections are refused

    Make sure FTP service is turned on.
    The maximum number of connections may have been reached. Check file server activity.
    Verify that the user's computer is configured correctly for TCP in the TCP/IP control panel. If there doesn't appear to be a problem with the TCP/IP settings, use a "pinging" utility that allows you to check network connections.
    Check whether there is a DNS problem by trying to connect using the IP address of the file server instead of its DNS name. If the connection works with the IP address, there may be a problem with the DNS server.
    Verify that the user is entering the correct DNS name.
    Verify that the user is correctly entering his or her user name or Internet alias and typing the correct password.
    Verify that the user is specifying the correct name of a shared volume and that the name does not contain spaces or special characters.
    If the user is trying to log on to the server from a remote location, check to be sure TCP Filter Admin is configured to allow access on ports 20, 21, and 548.
    Make sure the user has the appropriate access privileges to the shared volume.
